DEINSTITUTIONALISATION, WHAT IS THAT?
For many years now, in our country is implementing process of comprehensive reforms in all areas of social life while simultaneously adjusting national legislation with standards of European Union. In accordance to this, in the field of improving position of persons with mental and intellectual disabilities numerous and significant changes has been made. However, like any change, also the change regarding acceptance of persons with disabilities there are still tendencies towards creating continuous social exclusion of our target group, so for this very reason it is necessary to have multisectoral approach along with continuous activities. In that way, existing risks would be reduced to the minimum.
The project Life outside institution represents implementation of linked and proven models of deinstitutionalization and social inclusion, i.e.: relocation of persons from institutions into broader local community, their active inclusion and preparation of the community to equally accept its family members, friend and fellow citizens. Deinstitutionalisation, i.e. relocation of beneficiaries who are permanently accommodated in residential institutions into broader local community, is a complex process which involves several phases:
- Achieving cooperation and networking different sectors of social services providers: from residential institutions, through Centres for Social Work to alternative social services providers
- Creating documentation for assessment of abilities and functionality of persons who are placed in permanent accommodation, in order to define level of necessary support
- Preparation of beneficiaries to leave institution through the programme Life Skills School
- Preparation of biological families and/or foster families for providing adequate support
- Preparation of local community
The process is designed in such manner to only by proper and detailed implementation of above mentioned procedure the beneficiary safely moves from institutional to family environment which, as science tells us, represents the most stimulating environment for all of us. However, besides warm family environment, it is very important that person feels accepted by community also. By developing new social services and engaging within the frames of our own capabilities each of us can contribute to the improvement of the local community. Precisely in this process of deinstitutionalization, it is very important that all of us be part of it and to give support to persons who are going through new life stages in completely new and foreign environment. Only by joint action we can create continuity in the process of relocation of persons with mental and/or intellectual disabilities, i.e. continuity that will permanently influence the reduction of social exclusion of this group.
The project “Life is outside institution” is implemented by Humanitarian organisation „Child's heart“ in cooperation with Komora Socijalne Zaštite and association „Imam pravo“ from Aleksinac as the applicant on the project. Implementation of project activities is funded by European Union, the Delegation of European Union in Serbia, in cooperation with the Government of the Republic of Serbia, precisely with Ministry of Finance, department for contracting and financing of EU funded programmes, within the programme IPA 2013 Development of efficient community services in the field of education and social protection at the local level
